Sir,
I am directed to acknowledge the receipt of your letter of the 20th of December returning the licence issued under the Opium Ordinance to the Mitsui Bussen Kaisha on the 28th of November,

This Government greatly regrete that any inconvenience should have been caused to the Government of
Japan in this instance but it will of course be readily
understood by Hie Japanese Majesty's Minister for Foreign
Affairs that the question of the grant or refusal of a
licence to any particular firm or individual is a matter
which must be decided by this Government after full
consideration of all the circumstances. In the case of the firm in question the Governor did not consider that
the issue of a licence wes desirable.
